WRT the divisions, fans can blame both the ACC and VT for VT
being paired up with BC. Remember when the ACC was deciding which schools would be in which division, a decision (I think by majority vote) was made that the division would be used for basketball too. If VT wanted to play UVA twice a year in basketball, then the only way that could be achieved is if VT was in the same division as UVA. It has been reported that when BC joined the ACC, JW volunteered VT to be paired up with BC so UMD and UVA could be paired up.
A few years ago the schools met to discuss whether the ACC should realign the divisions or not. I believe it was in reaction to the Big Ten's announcement to switch from the Leaders-Legend format to the East-West format with Indiana-Purdue being the only protected cross-division game. The report I saw indicated that either no school was interested in realigning the divisions or not enough schools were interested in realigning the divisions. Keep in mind this meeting took place after the ACC had scrapped the divisions in basketball, so any change made to football would have no impact on basketball.
